On the basis of analyzing domestic and international real-time flood forecast methods and models, this paper researchs and develops the unified application platform of flood forecast and decision in order to solve the problems that existed in the old flood forecast systems and extend this platform to the overall country.Firstly, this thesis analyzes the current situation of domestic and international flood forecast and decision systems, and proposes the general development framework of the unified application platform of the flood forecast and decision by using the ideation of collaborating the forecast and decision and componenting the development of forecast models, which includes two major platforms: the information service platform and decision support service platform. The former fully utilizes AAF framework to develop the strong information retrieval system, which offers relevant information of flood forecast for users and experts and real-time decision data sources for decision support service platform. While the latter predicts the flood amount exported in one drainage area by simulation calculation according to real-time hydrology data, flood forecast model and workflow technology, and then offers powerful decision support information for the flood forecast decision.This paper designs and realizes AAF framework by using such modern information technologies as framework, MVC (Model, View, and Controller) design pattern and middle ware, which is built on base of J2EE, encapsulates a lot of technological details of J2EE platform, and is an application framework that faces the development of Web information system. This framework offers the essential basic functions and technical supports for the development of information service platform. We utilize the component technology to divide the flood forecast model into many small components, buildcomponents warehouse and then build up flood forecast models warehouse. According to flood forecast models, the calculation project of flood forecast is set up calculation and the simulation operation is completed in virtue of workflow technology.With the increasing of components, we can set up more flood forecast models, and then can find the most suitable model for each valley to realize the overall popularization and application in the whole country.
