Human resources outsourcing refers that the enterprises entrust all or part of the human resource affairs to professional institutions to manage,in order to reduce labor costs and maximize their benefits.Outsourcing service providers play a role as the human resources management department of the customer unit.Human resource outsourcing service providers can more professionally manage staff,so that the human resources department of the customer unit avoids a lot of complicated business;this greatly increases the efficiency of the customer unit and reduces the cost of customer unit.Hebei talent markets play the roles as outsourcing service providers to provide professional human resources solutions for Hebei province's enterprises or public institutions.Up to now,there are as many as more than three thousand customers in Hebei's talent market,and the number of employees of client company of Hebei's talent market has reached 130 thousand.Hebei talent market is responsible for providing customers with a number of human resources outsourcing professional services.At present,the level of human resource management in Hebei province is still relatively backward,the outsourcing service platform is still relatively simple and can not meet the needs of customer units.To meet the demands of the outsourcing service providers which are responsible for providing customers with professional solutions of whole human resources,this project designed a extensive,integrated,multifunctional,a one-stop adjective,flexible human resource management outsourcing service platform system.This platform mainly serves the talent market in Hebei.The system was based on Web technology,.NET technology and Browser/Server(B/S)architecture and HTML 5 specification,was a multi-function human resources outsourcing service platform.The platform system can provide a variety of optional service functions for the enterprise personnel managers,including customer information management,employee attendance service,employee performance service,staff's salary service,personnel recruitment service and personnel report management,and so on.The human resource service outsourcing platform constructed in this paper can make a number of enterprises choose the service items flexibly according to their different functional requirements.This topic has achieved the goal of using different human resource service functions through a platform,and meets the requirements of a variety of enterprises for the human resources system.Each function module of the system was tested after the system was completed.The results conform to the planning target,and satisfy the customer's demand.The system provides a human resources service platform for Hebei province talent market.
