An increasing number of foreign-invested enterprises enter into China as time went on,and with the execution of new Labour Contract Law in January,2008,more and more companies choose Human Resource outsourcing in order to evade the risk and save costs.These bring HR outsourcing industry meet new challenge and opportunity.Nowadays,many domestic small and medium HR outsourcing enterprises are facing the problem of purchase software and hardware and high cost of maintenance, they are still in the condition of null information system.But new emerging software service mode of SaaS(software as a service) provide possibility of decreasing one-time payout(software hardware purchase and maintenance cost) through conversion from excusive software mode to the mode of software chartering.The enterprise will get not only a set of system,but the corresponding business flow of system flow,and unite the disorder business flow together through system execution for the convenience of performance examination and management to raise efficiency greatly.This thesis tries to bring forward a solution to HR outsourcing management system based on SaaS.It analyzes the features and the core services of HR outsourcing and tries to improve the service.This thesis gives out a main structure of the system and the improvement to the business procedure.It also brings forward the main techniques such as multi-user data module,improvement to the bottom data structure.And it tries to share the services and merge the business flow through SaaS. Finally,it gives an example of how to develop a HR outsourcing management system based on SaaS.
