Contemporary Chinese Public Library Government Policy Research

As a significant part of government-dominated public cultural service,Chinese public librarianship has been guided by the related political documents released by our governments at all levels and competent department.In recent years,with the adjustment of national cultural development strategy and the transformation of government functions,especially in the case that the Public Library Law hasn't issued yet,the establishment and implementation of government policy has an increasing impact on the development of public library.Given the circumstances,studying the government policies in public library in the contemporary China,discussing its characteristics of the times at different stages and looking back upon its practical utility,are of great value in both theory and application for the perfection of librarianship policy system and the promotion of its development.The study was conducted by using the methods of documentary analysis,historical research and comparative analysis,etc.Studying the government policies in public library in the contemporary China,we can divide its development process into four periods-the tortuous exploration period(1949-1977),the preliminary development period(1978-1991),the steady development period(1992-2004)and the systematic construction period(2005-present).On this basis,we analyzed the policies for each period,exploring its period features presented in the aspects of its forming background,development characteristics and practical utilities.The article firstly summarizes the background and the significance of the topic,making a brief review of the current situation of public library policies.Moreover,it gives an explanation for its research design,methods and possible innovations,meanwhile,giving a systematic introduction of the conception,subject and object,features and period divisions of studying the government policies in public library in the contemporary China.Secondly,from the aspects of its time background,content system,development features and actual utility,the article pays more attention on its typical features showed in four different periods and the influence from government policy on public librarianship.Finally,we will grasp broadly the impact,from the government policies in public library in the contemporary China,on the development of national public librarianship,while driving the conclusion of its evolution process.Through systematical analysis of the government policies in public library in the contemporary China,the results showed that the time factor imposes certain restrictions on the policy making.Therefore,a more scientific process of future policy making are needed.At the same time,by means of combining the present development of public librarianship,we has discovered that,compared with the attention paid on policy making,less attention has been paid on policy's implementation and the practical utility.Therefore,our government should not only enhance the scientific nature of policy formulation,but also should pay more attention on policy's implementation and actual utility.
