A Study On The Development Strategy Of The Public Libraries Dominated By The Government Of Henan Province In

Enhancing the system of public libraries is an extremely important task of Communist Party, Government and authorities in the effort of raising the educational level, developing society and achieving the goal:"A rich people, a strong country, an equitable, democratic, civilized society."Working as the most important subject, Government should not shirk their responsibility for building and developing public libraries. Communist Party, Government and local authorities are faced with many difficulties, including changes in both perception and government functions to promote efficiency of authority and development of libraries as well. Relatively backward set of public library theories, poor economic conditions and lack of consideration of Government are main hindrances to development of libraries in Ha Nam province in particular as well as throughout Viet Nam in general. This article, from the perspective of administrative management and library study, proposes strategies to sustainably develop Ha Nam Library, identifying the decisive roles of Government and authorities. Due to the context and meaning of the subject, the author studied theories related, analyzed the current state of both domestic and international libraries’growth and drew theoretical and practical experience of the responsibility of Government for developing public libraries. For Ha Nam province, the author focused on analyzing obstacles to the progress of libraries in recent years, clarified the main cause, which is the lack of responsibility of authorities and provided some suggestions to develop Libraries in Ha Nam.
