Research, Government Responsibility In The Construction Of Public Libraries

This thesis aims to apply the public administration theories with researched data and cases to demonstrate and analyze the government responsibility issues during public library construction, so as to promote the establishment of service-oriented government and the improvement of government leadership style, which will eventually provide countermeasures and constructive suggestions for public library service system. It analyzed the general theories of government responsibilities in public library construction, defined the meaning of the responsibilities mentioned, and discussed the main achievements of the government as well as the issues existed during the process. Finally it proposed main approaches to fulfill government responsibilities during the public library construction.The new ideas of this thesis include:creatively summarize the main contents of government responsibility in public library construction, initiate the countermeasure proposals for fulfilling the responsibility which is to advance the reform of public library board management system; cultivate library industry association to improve public library administration; optimize the policy environment for sustainable development of the public culture service.
