Public Librarianship is an institutional arrangement for a country to protect the equality and freedom of citizens to access to information and knowledge, and it is an important part of of social cultural educational cause. Governments take the main responsibilities in the construction and development of public libraries primarily by establishing and improving a well-operated policy system, providing an institutional guarantee for the development of public libraries. As the development of public libraries is dramatically affected by the national policies, it is inevitable to focus on the policy problems when we do research on public libraries. Especially in recent years, along with the adjustment of our national culture development strategy, the policy environment for public culture undertakings has been undergoing profound changes. The establishing of a public cultural service system has been appoint as an important cultural policy for the next period to come. The construction of a public library service system has become an important part of the construction of public cultural service system. In this context, it is fundamentally valuable to study in-depth on the new policy demands for the developing public librarianship, and to establish and perfect the policy system for a public library service system. At present, the macro and holistic research in Chinese library policy for a public library service system is obviously inadequate, being still in its infancy stage.This study takes the library policy system for a public library service system as a starting point, using literature survey, questionnaire, case analysis, comparative analysis and other research methods, goes deep into the research of the organization framework, the key content, and the optimization paths of current in Chinese library policy for a public library service system.This paper consists of about200thousands words, divided into eight parts. The main contents are as follows:The first chapter is to illustrate the research background and the thought of research design. This part of the research focuses on three main aspects:first, based on the research achievements of public cultural service system and public cultural policy, this chapter analyzes and defines the basic conceptions of public library service system, libraries and library policies in this paper, emphasizing that the public library service system should be government-led, the scope of the library policies in this paper is limited to the policy related to public libraries, and the policy forms are specified for further study. Second, this chapter reviews and comments the pre-existing research on primary theory problems of library policy, the development of Chinese library policy, library policies in key fields, domestic and overseas library policy practices, and library legislation, etc. And third, it also illustrates the basic content of public governance theory, public service theory and public policy analysis theory, which are used in this paper research.The second chapter arranges library policies from1949to2004systematically, which are mainly divided into two phases, the first phase is from the liberation to the reform and opening up, and the second phase is from then on to2005, when public culture service system policy adduced. The policy features and their influences to the librarianship development in each phase were studied. And on this basis, historical experiences inherent in these phases are summarized.Chapter III systemizes the library policies which came out after2005, analyzing their achievements and limits. Based on the analysis of a questionnaire, this chapter summarized the policy demands for Chinese current public library service system from the perspectives of government departments, public libraries and the public.Chapter Ⅳ summarizes and analyzes the experiences of some developed countries such as America, British, Australia and Japanese in their librarianship development, three points can be learned in China are concluded:to establish a co-management system in which the governments and social sectors both involved; to promote library legislation with the librarianship development simultaneously; and to establish a sound system of library standards.Chapter V researches the construction of library policy system for a public library service system. It proposes the principles and ideas for this construction process, on the basis of which, analyzes the constitution of this policy system in terms of the policy system organization, the policy content structure and the policy making process. This part of the paper claims that, from the perspective of the policy’s properties, this policy system includes both meta-policies as same as general policies, basic policies and specific policies; while from the perspective of the policy’s dominators, there are both the central policies and local policies in this policy system; and from a perspective of the policy’s content, this policy system consists of specific policies and related policies; then from the perspective of policy making process, it should be a complete process including policy covering brewing, policy formulation, policy implementation, policy evaluation, policy adjustment and policy closement. Chapter VI carried out in-depth analysis on the content of library policies for a public library service system, in the seven fields as organization and management; funding and investment; resources construction; services; staffing and talents; technical supports; and standards.Chapter VII focuses on the paths of optimizing current library policy system for the public library service system construction, putting forward five policy recommendations, including promoting the legislation of " Public Libraries Act," establishing general policies for the constructions of a national public library service system, producing special policies for the development of grassroots libraries in an public library service system, optimizing and improving the policy making processes in the construction of an public library service system, and strengthening promotion of library policies, etc.Chapter VIII is a summary and outlook, carding research findings of this full paper, analyzing the shortcomings, and prospecting the future researches.(Figures17, Tables12, Appendixes5)...
