Public policy is the main output of the political system, which distributes social value authoritatively by nature, and act as the adjuster in the whole social interests. Because of its greatest importance in social life, to be implemented effectively plays the key role in the whole Public-policy process, which might have the deepest influence on the result. But in the other hand, there comes a phenomenon that called " the high authorities may have their policies, but those below can find ways to bypass them" during the public policies' implementing, which has turned into the common phenomenon in local government at all level. It not only damnified the public interests, but also do harm to the government's image, even lead to a threatening result that the public policies lose its authority. To be based on the words above, it is worthy of notice to study the mutual relationship among government, the masses, and the media, to build a more active mode, and to supervise the government action. In that way, should the " the high authorities may have their policies, but those below can find ways to bypass them" been kept within limits.
