Public Library System Based On The Protection Of The Rights Of Civic Culture Research

Public library takes it as basic purpose to protect and realize citizen cultural right, which, as the core value of library in nowadays Chinese context, reflects the age mission and social meaning of public library. This paper, from the perspective of institutional library science, aims to do a theoretical study on public library institution which is on the basis of protection of citizen cultural right. First of all, the paper makes a list of research status and the limitation is pointed out. Secondly, the connotation of some basic conceptions, such as citizen cultural right, public cultural service system, is make clear and the true meaning of library right as well as its concrete content is defined here. Furthermore, the nature of public library institution is explicitly identified to involve culture transmission, information sharing and cultural right protection of social vulnerable groups. To the current limitation, this paper points out that the government's obligation to actively protect public library institution should include following aspects, institution supply, resources and efficiency duty, and the concrete measures and methods are provided. Finally, this paper makes an initiate exploration of the arrangement of concrete institution--establishment of public library service system, which makes this study process flexibility, practicality.
