Design And Implementation Of The Information System Of Tax Collection And Administration Archives Management

The archives of tax collection and administration are the first-hand information to guide the execution of the actual tax collection activity.It contains the basic information on the taxpayer's operating activities as well as the basic process of tax collection by the tax authorities.Each year,a large number of archives are created by the tax authority at different levels,which places the management,storage and usage of such information as a problem.Some city still follows the classification methodology of by household and categories in the form of paper,and such problems become more and more severe including heavy workload,large storage space,long time span and inconvenience in information search and low efficiency.As such,this system focuses on tackling those issues by introducing an information system to achieve the electronic management of the city's archives.Through the communication with frontline staff within the tax bureau,we based our system requirement on the actual workload.We defined the system as electronic archive room,and established four sections according to the daily turnover process of the archives,namely,the information categorization section,the back office management sections,the enquiry and statistics section and the system management section.We Use MVC design,JSP,SSH framework,etc.to design the function of each section and the Object-oriented Programming to analyze and to design the system.We have achieved the pre-set objectives,which include data transfer,data reception,archiving and management,etc.Through a detailed testing at the end,the system has achieved the expected requirement,and is ready for rolling out to a city-wide application.During the testing process,the system has completed the entire electronic archive management process including archive reception,archive transfer,archive storage and management with specified personnel responsible for each step.The archive could be accessed by corporates,which improves the efficiency of tax staff.It also manages to achieve real-time cross-system transfer of finished work,laying the foundation of city-wide application.The rolling out of this system will increase the efficiency of using archives and reduce the waste of resources and manpower.
