Design And Implementation Of Electronic System Of Local Tax Collection And Management Archives

The requirements for tax work have become more and more stringent along with the rapid development of information technology, and it is an inexorable trend of using the technological means of informatization and networking in order to achieve tax work’s comprehensive informatization. According to the requirements of the State tax revenue collection administration, the priorities of tax authority informatization construction are to apply modern information technology, rely on the modern management concepts, and then gradually improves the backward management, and the traditional mode of collection management should be given to the mode of digitalization, informatization and networking, as well as making full use of the public administration resources, improving the administration efficiency of collection and management, strengthening the administration of tax sources, thereby promoting a steady growth of tax revenue. Tax administration archives are formed in the process of collection and management, and they are different languages, charts and written materials which take paper as the carrier and exist in the form of documents, statements, bills, legal instrument, and have the force of law. Tax administration archives record each link in the process of collection and tax payment, and they reflect the process of tax administration work, and mark the trajectory of land tax’s career development, which are a valuable resource. In the daily work of tax administration, each collection term will form a large number of archives originals which resulted in cockamamie works that require manual sort, classification and arrangement, binding, archiving reference, statistics and document retrieval and so on. The management and storage of archives require a lot of manpower and material resources as well as space. The majority of tax staffs are stuck with this kind of complicated work which costs them a lot of energy, so that there is no more time for them to devote to the inspection of tax administration. With regard to the problems mentioned above such as the huge storage pressure of paper administration archives, bad sharing degree, query difficulty, low utilization, this paper designs and implements a archive electronic management system which meets the actual business requirements of the tax system, aiming to regulate the informatization management of administration archives and reduce the burden of tax administrators, thereby improving the work efficiency of tax services.Based on the actual business requirements of Xi’an Local Tax Bureau collection and management archive’s electronic system, this paper forms a complete requirement analysis by analyzing the problems existing in each business process link of daily work such as the collection and management archive’s produce, transfer, archiving, storage, destruction and so on. According to the results, this paper uses a relatively new as well as relatively stable and mature MVC design pattern, including the composition framework of Struts+Spring+Hibernate to complete the system architecture design. Through the problems of the collection and management of archives administration in practical business, this paper develops specific solutions, and uses requirements modeling means to carry out a division for system model, and then designs as well as implementing some functional modules, including Tax Service Hall electronic archive, collection and management day-to-day electronic archive, tax receipt electronic archive, “one household-style” archive query, integrated archive query, archive statistics, system administration and so on. In addition, this paper completes the system data modeling and provides the logical model of system database, as well as listing part of the key table data dictionary; it completes system network architecture design on the basis of the network’s actual conditions of Xi’an Local Tax Bureau and the branches at all levels as well as tax office. This paper introduces bar-code technology, OCR recognition technology so as to get the solutions for the problems of the huge amount of paper archives, difficult recognition of classification, inconvenience collection retrieval; it also proposes programs to improve the existing physical collection and management archive’s storage way of “one household-style”, improve the archive submit of physical collection and management, archiving system,so as to solve the loopholes in practical management, eventually completing a electronic system of collection and management that meets the current land tax system’s actual business requirements and business processes. This paper provides the test methods for the system functional test and performance test, test cases, test procedures, and carries out a detailed analysis and summary of test results. Finally, this paper summarizes the problems encountering in the system design and development, pointing out the deficiencies in the system and the improvement direction.
