The development of information technology has brought revolutionary changes to the management mode of the tax administration archives.Traditionally,taxpayer's archival information is preserved in paper.This brings a lot of manual management workload,and at the same time is hard to share information with others.Transforming the preservation mode of the tax administration archives from paper to electronic media can reduce the workload of the tax authorities and the cost of storage and management,meanwhile,provide an easier way for the tax administration and taxpayer to access or share archival information.In order to overcome the shortcomings of the traditional tax administration archives management mode,this paper introduces a distributed tax administrative archive information service platform of city level local taxation bureau.The business requirements and functional requirements of the platform are extracted,the business processes of archive inputting,managing and querying are defined,and the nonfunctional requirements such as performance and security are summarized.Based on these requirements,this paper divides the platform into three separate subsystems:the electronic administration archives management system and the digital archives system.From the aspects of logic,technology and deployment,the architectures of the platform are designed separately.The design of each function module and database of the electronic administration archives management system and the digital archives system are introduced.Security is the primary concern of the platform.This paper proposes a security solution from four aspects:system security,data security,operational security and network security,and describes how to ensure the security of the platform through access control,internal and external network isolation and hot standby technologies.The development environment,development technology and code organization of the platform are discussed.The configuration,deployment and realization algorithm of data synchronization between the central database and the databases of branches are introduced.The test scheme of the platform from the aspects of function and performance is given.The test results are discussed also.The tax administrative archive information service platform of city level local taxation bureau has been putted into use in Xi'an local taxation bureau and it's 23 branch offices.Feedbacks show that the electronic management can regulate the management process of the archives,improve the efficiency of collecting,storing,archiving and sharing of the archives,reduce the cost of archival management,ensure the validity,completeness and accuracy of the archives,reduce the workload of tax staff,realize centralized storage and sharing of archive information.With mobile client system being available in the recent future,taxpayers will be able to upload their archive images,query their electronic archival information by mobile devices.The service quality of the taxation authorities will be improved further.
