The sensor technology and mobile Internet are developing dramatically. In addition, the functions of smart phones are increasingly strong. Based on this background, the concept of participatory sensing is created.The technology puts forward the dynamic data acquisition scheme and each mobile device with built-in sensors is a perceptual node. It has many advantages,such as, wide coverage, rich data,low cost,high efficiency and so on. In this paper, the participatory sensing technology is applied in meteorological field,solving many disadvantages of traditional meteorological services.The paper puts forward a kind of incentive mechanism optimization scheme based on genetic algorithm.Set up a data sharing verified system based on participatory sensing technology.Confirmed the reliability in data sharing of the participatory sensing technology.This paper focus on a participatory meteorological shared perception system based on Android,combined the sensor technology,network communication technology and data processing technology,providing users with the real-time sharing platform of the meteorological information.The system adopts modular design thought,it was made up of the data acquisition module,data processing module,data communication module,data sharing and querying module.The system collects meteorological data by smartphones built-in sensors and peripheral perceptive equipment.The data acquisition module includes data collecting by built-in sensors of smart phones and external sensing equipment.The sensor data is conducted on the Android side by validation checking,packaging,encrypting and local-storage.Then the sensor data is uploaded to the background server by the communication mechanism.It provides users with real-time meteorological information after processing integration and refreshing real-time.To meet the personalized needs of different users,the system providers a third party weather query entrance.The meteorological information displays to users by baidu map.Uses can also examine the history record of the contributive data.The incentive scheme deployed on the server side,the gold integrals value as a re ward. The system encourages users to involve in the task in the form of friends rankings, utilizing the people's will to win.The testing of function and performance shows that the system is running steadily and interacting friendly.In a word,the system meets customer requirements and achieves the aim of the study.
