With the increasing close relationship between meteorological service and people's life,people will need more and more demand for meteorological information services.However,the meteorological data in some areas are missing or inaccurate because of many factors such as the number of automatic weather stations and the space environment.Therefore,in order to get high-density meteorological data,make up for the shortage of observation points in some areas,and avoid low quality meteorological services due to the lack of meteorological data,this paper proposes an improved K-means clustering algorithm to analyze the meteorological data and improve the accuracy of meteorological data,and designs a web meteorological service system based on participatory sensing with the aid of participatory sensing technology and incentive mechanism,and it provides convenient and high quality meteorological service for the users.According to the problems existing in the traditional K-means clustering algorithm,this paper proposes an improved K-means algorithm,which can not only get the best K value and the initial clustering center of the data set,but also eliminate the noise points to avoid the effect of the noise points on the clustering results.On the basis of summarizing the existing participatory sensing technology and incentive mechanism,this thesis proposes incentive allocation mechanism in participatory sensing based on greedy algorithm,it can get more accurate sensing data in real time.In addition,the design and implementation of the web meteorological service system based on participatory sensing is described mainly.It includes functional modules such as user management,release management,home page,weather news,product service page,personal center and participatory perception incentive module.The system uses B/S architecture,SSM framework technology,Echarts and AJAX for providing the main technical support.After testing the system,the result shows that the functional modules of the system run normally,and the system achieves the expected goal that it designs.According to the needs of the users,the system expand the meteorological service and provide a personal and high quality meteorological service for the users through backstage management.
