Nowadays people’s requirement of meteorological service level hasbecome higher and higher with development of social economy andimprovement of people’s livelihood, so meteorological service is theimportant embodiment of social image for meteorological industry.Through the analysis of various meteorological data, meteorologicalservice can give great guidance to the national production and people’s life.This requires the meteorological industry to analysis, normalize, savevarious real-time meteorological data and let the meteorologicalinformation resources get maximum share as much as possible in order toimprove meteorological service ability. Meteorological informatization isnot only the need of the scientific research but also the requirement ofdecision-making service and public meteorological service. The moreimportant is that the urgent need of disaster prevention and mitigation through cooperation between government departments. In recent years,with the development of software technology, database technology andnetwork technology, network has become the development trend of theinformatization of all walks of life. To provide full and effective preventionand reduction of disaster with scientific basis through the application ofinformation system, computer network and other high and new technology,is the national economic construction and social security needs.In this background, the Shigatse Meteorological Information Sharingand Service System is designed. The purpose of design is not only tonormalize the meteorological data and all kinds of information of Shigatseregion, but also to provide the scientific basis for decision-making to thelocal government. Information management technology based on ASP.NETis the designing system architecture of the mainstream managementinformation system in the age of Internet, so we use a large number ofclasses, database technology of the ASP.NET and more WEB controlframework in the design of this system in order to make the system have a strong execution force and a simplified software interface in the vision. Onthe basis of ASP.NET, the Shigatse Weather Information-sharing andService System applicated B/S structure. Beside having a user-friendlysystem interface, it not only realizes many functions to query, display,analyze, and standardize weather radar images, satellite images, numericalforecast, satellite remote sensing products, but also achieve an outcome toquery, statistics, monitor, registered download the conventionalmeteorological data about automatic weather stations, high-altitudemeteorological, agro-meteorological observations, GPS water vapor, etc.The system can make a good basis for making decision of weathermodification, meteorological services, prevention of lightning and othermeteorological disasters and Meet the needs of all users for dailymeteorological services. The main features as follows. Firstly, the systemcan establish reasonable historical database, perfect the historical data,improve the efficiency of data query, facilitate the management of all kindsof meteorological data, and also meet users’ daily meteorological service needs. Secondly, the cross-platform used in this system, enable the systembe strongly portable and easy to secondary development in future. Thirdly,the system can share existing resources fully, and reserve reasonableinterface for increasing new observation data. Lastly, Weather information,including geographic information and spatial properties, is huge amounts ofinformation, so the use of GIS technology to the management andapplication of meteorological data in future is also considered in the designof this system. In a word, the completion of this system can provide anopportunity for non-professional to grasp meteorological information and areliable basis for the government and relevant departments to makedecision.
