Guang’an, as a municipal city, owns a large collection of real-time shared valuablematerials on meteorological information which will provide a positive support to thecity’s scientific research on meteorology in a variety of related departments and thusbring a win-win situation. However, the lack of such effective sharing and the delay ofbuilding a system on data storing and management is seriously affecting the applicationof those metrological information.With an eye on the practical meteorological situations and problems waiting forquick resolutions, this essay tries to put forward a method and its application fordesigning and building a meteorological information sharing platform in Guang’an, bytaking considerations of practical requirements, making use of the technology ofcomputer’s sharing of information and internet technology and basing on the availablesoftware and hardware in Guang’an.Therefore, at first an analysis of the needs and requirements based on Guang’an’scurrent situation on meteorology, then a systematic analysis of the nature, characteristic,category of meteorological information in current and future time and the expectingfunction of the platform, and finally an explanation of the basic concept of “Data sets,metadata, XML technologies, MVC model” and its characteristic, the essay provides amethod of building up a data base for sharing information in the platform and a storagestrategy combining document system and relational database. Finally based on.NETtechnology, MVC pattern, and the database mentioned above, a information-sharingplatform will be built up, being able to manage the metadata in WEB. This Platform isconfigurable and scalable to achieve efficient query of meteorological information, toprovide "one-stop" service for business people, researchers, managers and the public,and meet the city’s all-round requirements in the development of meteorologicalservices, weather service and technology innovation.
