In recent years, the continuous increase of income scale of Chinese digital publishing industry is developing rapidly. The party and the country have issued a series of industrial plan scheme and instructions on speeding up the industrial development in succession. Researches on digital publishing policies of provincial governments in China are of theoretical and practical guiding significance for government to formulate scientific and effective policies, and for enterprises to better utilize policies.Chapter One is the introduction. In this Chapter, background and significance of the research, domestic research overview, foreign development status, main research methods, innovation and difficulties are introduced.Chapter Two is the situation of the development of digital publishing industry in China. From the relevant concepts of digital publishing industry's policies to start, Chinese digital publishing industry's policies can be divided into laws and regulations, special policy, and relevant policies, etc. Through checking copious literature, digital publishing policies in China and at provincial levels are summarized, forming statistical tables.Chapter Three is the comparative analysis of digital publishing industry's policies. Analyzing the statistical table, the comparison on digital publishing special policies of all provinces(direct-controlled municipality) and the relevant policies is implemented from the aspects including policy quantity, policy categories, issuance data, formulation unit, and political characteristics.Chapter Four is the comparative analysis on digital publishing industry's policy implementation effect. Design the effect evaluation index system. Based on the questionnaire investigation on digital publishing office of press and publication broadcasting and TV office of all provinces in China and more than250 publishing enterprises in the country, the comparative analysis on the implementation effect of all provincial governments' and country's digitalpublishing industry policies is implemented.Chapter Five is the existing problems and development suggestions of China's digital publishing industry policy. Aiming at the problems pointed out in Chapter Four through comparative analysis, the reasonable development suggestions are proposed, perfecting the political system of Chinese digital publishing industry.
