With the rapid development and fusion of information network technology,mobile communication technique,digital publishing technology,and son on,digital publishing industry develops rapidly in the world,and has become the future development direction of the press and publishing industry and an important part of cultural industry in China,which has attracted close attention of the central government and local governments and the input of many resources and has produced corresponding economic and social effects.By 2014,the development of digital publishing industry in China has made gratifying achievements and the whole industry scale has achieved 254 billion RMB.Throughout the economic development history of all the countries in the world,industry policies have been existing and playing important roles because of the requirements of correcting market failure,fulfilling industry structure change,carrying industry innovation,and promoting national competitiveness.The same is true of China.Throughout the development of domestic digital publishing industry,the government departments such as State Administration of Press,Publication,Radio,Film and Television and Ministry of Culture have paid close attention to it and put forward a series of policies to promote its development.The digital publishing industry policy in China is in essence a government guiding behavior,the purpose of which is to establish a favorable market competition environment,and to promote the rational allocation of industry resources,the optimization of industry structure and layout,and the industry competitiveness and innovation power,and to accelerate the development of domestic digital publishing industry.What roles do these policies play?Have these policies achieved the goals of the government?Do they match the internal requirements of the digital publishing industry development?These are in essence the effectiveness of the industry policy,which attracts universal attention of the government and social public and has great theoretical and practical significance.In this dissertation,the assessment index system of effectiveness of domestic digital publishing industry policy is constructed from three aspects:policy formulation,policy implementation and policy effect.With the policy science theory and economics theory as guidance and based on the policy text analysis,industry economy data statistics,and macro-economy data statistics,this dissertation employs sociological,statistical and economics methods,makes an empirical analysis and assessment of the formulation process,implementation process and policy effect of domestic digital publishing industry policy,and evaluates its effectiveness comprehensively,having great theoretical and practical significance.Firstly,based on the policy text analysis method,a comprehensive analysis is made on 355 domestic digital publishing industry policies.A quantitative study is made on the internal and external features of industry policy,such as the total amount,region distribution,time distribution,making subjects distribution,content elements distribution and so on.The features of domestic digital publishing industry policy are summarized as follows:high centralization of policy making time and making subjects,more integrity,less technicality of policy text content,more regulation,less legality of policy text effect,more exploration,less certainty of policy making method.Secondly,based on the literature review of policy evaluation theory and policy propagation theory,and the interview of the effectiveness of domestic digital publishing industry policy,"A Questionnaire on the Effectiveness of Domestic Digital Publishing Industry Policy" is designed aiming at digital publishing field,traditional publishing field,and digital publishing researchers.Questionnaires are sent to the administrators and researchers of digital publishing field through on-line investigation and 116 valid questionnaires are withdrawn.Based on the statistic analysis of the questionnaire results,an empirical analysis is made on the scientificity of policy making and effectiveness of the implementation of domestic digital publishing industry policy.According to the analysis,the participation mechanism and coordination mechanism in the making process of domestic digital publishing industry policy needs further improvement:related personnel who are more willing to participate in the decision-making are unable to participate in the industry policy making process through normal channel;in the making process,the central government,ministries and commissions and large scale digital publishing enterprises play excessive roles while the interests of other interest subjects,such as traditional publishing agencies,specialists and scholars and local governments,can not be reflected;communication and coordination between different government organizations is far from being smooth and each government organization is fiercely independent.According to the investigation results,in the policy implementation process,the propagation effect is satisfactory,close attention is paid to the policy and policy targets show high recognition on the policy content.However,several problems such as unclearness of power and responsibility of executive subjects,inadequacy of resource support,deficiency of executive information feedback mechanism,and so on,impair the executive effectiveness of domestic digital publishing industry policy to a degree.Thirdly,based on plenty data of investigation,economy evaluation theory and considering the availability of practical data,the "projection---after the implementation" comparison analysis method is employed.An empirical analysis of the executive effect of domestic digital publishing industry policy is made from several aspects:the industry layout policy effect,the industry structure policy effect,the industry organization policy effect,the industry technology policy effect.Research shows that,in terms of the industry layout policy effect,the policy resource allocation effect of domestic digital publishing industry is unfavorable,and the driving effect of policy on the investment subjects is not obvious;the economy coordination effect of the policy is significant and the industrial agglomeration effect of digital publishing industry base has emerged,while the development of bases is quite uneven.In terms of the industry structure policy effect the percentage of digital publishing industry in press and publication industry and the goal realization of digital publishing industry base development is unsatisfactory;its contribution to national economy is less significant,and influential digital publishing brand construction is not satisfactory;its whole scale development couldn't achieve the goal of the policy;the transformation of traditional publishing industry is not successful enough,and the internal structure of digital publishing industry is unreasonable.In terms of the industry organization policy effect,the promotion effects of the policy on the subdivision field of domestic digital publishing industry differ greatly.It impairs the scale development of e-book industry and digital journal industry,slightly promotes the online game industry,shows no obvious effect on mobile phone publishing industry,and greatly promotes the internet advertisement industry.The market concentration degree of different fields in domestic digital publishing industry differs greatly.The market concentration in e-book industry and digital newspaper industry is lower,while it is higher in digital journal and online game industry.Except for the higher profit rate in online game industry and internet advertisement industry,the digital content production is not optimistic as the core domain of digital publishing,and the whole profit level of domestic digital publishing industry is not satisfactory.In terms of the industry technology policy effect,the international competitiveness of digital publishing industry has made achievements and become important vector of national culture's "going abroad".Especially in online game field,the industry policy significantly promotes its overseas sales.Through the statistic analysis of 1798 patents in the digital publishing field,it is shown that domestic digital publishing industry is poor in the innovative ability and technical transformation ability.In the conclusion part,based on the evaluation result of the effectiveness of domestic digital publishing industry policy,suggestions on its making and perfection are put forward from three aspects:policy decision process,policy execution support,and policy effect promotion.
