In 2005,China clearly summarized the digital transformation that the publishing industry has been carrying out with "digital publishing".After years of development,digital publishing has become the second largest industry in the press and publishing industry.It plays an indispensable role in promoting the transformation of the development mode of the publishing industry,improving the cultural soft power,and promoting the sustainable development of the cultural industry and national economy.During the process,the country has attached great importance to and strongly supported the digital publishing industry.Related favorable policies have been issued one after another,which has become a strong support for the benign development of the digital publishing industry.From this perspective,it has certain theoretical value and practical significance to analyze China's digital publishing industry policy.The policy text is a reflection of government actions,while the recorded content is an effective evidence to measure the true attitude and value orientation of policy makers.This paper collects and sorts out the digital publishing industry policies(185 in total)issued by the central government from January 2006 to December 2019,using content analysis method as the main research method,following the main line that is "what are the main subjects of China's digital publishing industry policy and how is the collaboration status;what policy tools are used by the policy subject and what is the proportion of them;which industry links are the policy tools used in and how the overall situation is",which quantitatively analyzes the relevant contents such as the policy subjects,the basic policy tools and the policy function links of digital publishing industry.The research shows that there are still some problems in the current domestic digital publishing industry policy,such as the lack of strong cooperative relationship among the policy subjects,the overflow or lack of the application of the policy tools,and the insufficient strength of digital publishing industry policy in the market consumption link.According to this,the paper thinks that policy makers should focus on the overall when optimizing the digital publishing industry policy.In terms of the policy subjects,it is necessary to improve the coordination mechanism,integrate departmental resources on the basis of clarifying their responsibilities,and give full play to the advantages of departmental cooperation.In the aspect of digital publishing industry policy tools,an optimized combination of different types of tools should be realized,including improving the frequency of use of demand-based policy tools and improving the structure of environmental and supply-oriented policy tools.In terms of the function links,we should increase policy support in the consumption link of the digital publishing market.
