The Research Of Industry Policy From Traditional Publishing To Digital Publishing

As an emerging formats that developed from traditional publishing industry with the internet and digital technology,Digital publishing has got social recognition because of its strong economic potential and social value.Compared with traditional publishing,the technology support of digital publishing industry is more flexible and the renewal cycle is shorter.However,the policy that based on traditional publishing industry does not match with the development of digital publishing industry.It presents a state of lag,absence and displacement.Digital publishing industry policy adjustment becomes an urgent matter.Firstly,this paper introduces the development trend and the changes of production mode and industrial policy from traditional publishing to digital publishing.Then,it studies the policy of traditional publishing and digital publishing by using “R-SCP”analysis framework.The “R-SCP” analysis framework is composed of Regulation,Structure,Conduct and Performance,which is an important tool to study the policy of government industry.The policy of traditional publishing formed on the guidance of performance,according to the functional requirements of publishing,when analyzing the policy system of traditional publishing by “R-SCP” analysis framework,it is often used as the framework of “PSC” to analyze the policy system that formed by the government in traditional publishing.With the development of Internet and digital technology,digital publishing has become an emerging format in publishing industry.Under the influence of technology,the behavior of enterprise changes first.The development of digital publishing industry presents a new development trend,which doesn't adapt to the existing policy.The changes of behaviors result in the inability to complete the functional requirements of publishing.Penetrating into the specific link of digital publishing,to find out the new features and policy of digital publishing industry,by using the analysis framework of “CSP”,which can helps us to puts forward to the adjustment direction of digital publishing industry policy.
