The public security organs is an important tool for the people's democratic dictatorship, and provide public security products and services covering all aspects of people's lives. The police law enforcement behavior related to social stability, the image of police enforcement relations with the government's image. Give full play to the function of the public security organs, improve the combat effectiveness of the public security organs, the key is to stimulate the vitality of the team, improving police motivation, police performance appraisal is an effective approach and important means of achieving this goal. Through the implementation of performance appraisal, the value of cultural establishment of performance incentive oriented, it is closely linked with the interests of the job selection, police rank lifting, salary and performance appraisal system interface and become the means of management, to clear each police, public security organs, really need attention, the reward is what, let the police efforts create job performance in action.The main contents of this paper include:the first part, mainly elaborated the paper research background, the domestic and foreign research present situation, research mentality and the system structure frame of the thesis is introduced briefly; the second part, a detailed analysis of system requirements, determine the system function module and the business process, to complete the analysis, the functional requirements of the system non functional requirements analysis and business process analysis and data flow analysis; the third part, the system design, including the system overall design and detailed design; the fourth part, write code to complete the performance appraisal management system, the fifth part, system testing, evaluating system.Using the newly developed police performance appraisal system, not only to improve the assessment of fairness, justice and scientific.but alse the maximum norm, improve the performance appraisal system of public security organs, save the examination time and human resources, greatly facilitate and enhance the public security organs of administrative efficiency level. It is derived from the work, based on the work and service to work, meet the actual needs work.The system uses powerful Java as a development tool, is the performance appraisal management system based on B/S architecture, background database using Oracle10g, database operations using ORM and transaction processing mechanism, so that the system is error handling is simple and powerful in the management.In this paper, Chengdu Public Security Bureau police performance appraisal management for the study, design and implement a set of police performance appraisal management solution to automate information gathering police performance appraisal; police data analysis performance appraisal information; networking query performance appraisal information the police function. Chengdu Public Security Bureau police to further improve the performance management level, to play an effective role in guiding.
