The performance appraisal is an effective management method, according to certain standard, adopting the scientific method, inspecting and evaluating the fulfillment of the employee in responsibility which the duty stipulated to determine its achievement. The performance appraisal of modern human resources management is an appraisal means of "look the future base on present" . The performance appraisal is the important side in enterprise human resources, involving the appraisal to employee,company's value guidance,reward, punishment,duty fluctuation and so on, It is an activity of not only extremely essential but also extremely difficult to develop.This article first elaborates the important significance of performance appraisal in enterprise management, analyzes and summarizes the actual problem in performance appraisal currently, and points out the solution which can solve these problem, namely, establish scientific performance appraisal method. With thoroughly studying each appraisal method, this article proposes appraisal method which adapts to certain enterprise in view of its actual situation. It adopts the omni-directional appraisal method in view of the main body of appraisal, and adopts the element appraisal in view of appraisal technology, and realizes quantification of the appraisal target through some mathematical methods. It unifies the qualitative appraisal and the quantitative appraisal, so that the appraisal result is objective and approach fact. This article establishes scientific performance appraisal model while establishing scientific target system and weight system.We develop this enterprise performance appraisal management information system while full studying the theory of performance appraisal, using Microsoft Visual Studio.NET as developing platform, and using C# as concrete programming language. Using this system, it is helpful to enhance the trust and efficiency of appraisal, reduce the cost of appraisal, and at the same time enhance the science and efficiency of enterprise human resource management.
