In recent years,an increasing number of large-scale emergencies have brought great challenges to the existing communications system.With many kinds of natural disasters increasing,such as earthquakes,typhoons mudslides and terrorism activities,government' and related functional departments' abilities and efficiency have been improved gradually as well.Their ability of rapid reaction and promotion have become developed.With the widespread of tri-network and information infrastructure in rural region,the application of emergency broadcast system is adopted widely step by step.In part rural region,some communication are deficient.The hardware infrastructure is imperfection as well,They bring some difficulties to promotion of emergency broadcast system.Due to the expensive of route and infrastructure,the system can't cover all the rural areas.This paper introduces a system of emergency broadcast system which based on the condition of rural areas,integrated with technology adopted by Internet of Things.This system will be extend to every rural household.The main task and achievements of this thesis are listed:Firstly,it analyzes the research background and significance,summarizes the relevant research at home and abroad.Secondly,it demonstrates the structure of the emergency broadcast system.For the actual situation,this system choose the design and the implementation of B/S architecture network management.And it provide a solution which based on the IP/HFC dual-network to support this broadcast system.According to the requirement of reality,the system is divided into two parts : front platform and terminal equipment.Thirdly,The software of front platform are developed with the Java language and the SSH framework.Then,the business functional module is divided into several modules,including the advertisement management module,the network supervision module,the identity authentication module,the special business module and so on.This system transfer the encrypted instruction and audio data which are collected by the front platform devices,additional,it introduces the constitution of instruction configuration.Fourthly,we design two terminated devices : EBU and EBT.Corresponding to the three level s of rural layout,this system could send emergency message by different scales.Each terminal could broadcast independently and safely.Fifthly,the main communication protocol is based on the request response,and it adopts the TCP/IP and HTTP communication protocols,which mainly includes the terminal platform devices' and each of server module interfaces'.Sixthly,this thesis proposes a variety of security policies in the system,such as dual backup mechanism of server and database,usage of UKey dongle,the way of full records,the delay playing function and the management of regional identity.Finally,System has been applied in many places in Zhejiang Province(Shaoxing,Quzhou and Ningbo).Its practicality have been recognized and affirmed by the local Administration of Radio Film and Television.The next plan is to increase additional value and to promote this system throughout the country.
