In recent years,China has paid more and more attention to the construction of emergency system.In the plan of "13th Five-Year",we clearly put forward the requirements to improve the mechanism of emergency information collection and release,and strengthen the construction of early warning information transmission and reception capacity in remote rural areas.At present,rural emergency broadcasting is mainly based on the broadcasting of FM and emergent programs.In case of emergency,emergent early-warning information needs to be obtained manually.After broadcasting the emergency information or making programs temporarily,it will be broadcast to the public by the townships.The delay of intermediate multiple message forwarding in the middle will seriously affect the effect of emergency warning and other information.At the same time,with the popularization and widespread use of the mobile terminal,the single PC terminal release mode for the existing emergency warning information cannot meet the timely and convenient needs of multiple emergency broadcasting modes.In view of the above problems,this paper studies and improves the 3G rural broadcasting system in Changsha County,Hunan Province,and provides a stable,timely and convenient rural intelligent emergency broadcasting scheme.The main research work in this paper is as follows:(1)In order to optimize the unstable situation of high concurrent data processing between terminal and server,the solution of Netty framework asynchronous event driven model and business processing thread pool is proposed to improve the network communication quality of the server.(2)Improving the emergency broadcast by using the advantages of real-time streaming media direct seeding technology,and putting forward the rural emergency streaming media live strategy.It realizes the multi-modal and multi area grouping of rural emergency radio,and can broadcast messages directly to the public in case of emergency.Meanwhile,aiming at the problem of resource conflict between multi live broadcast tasks at the same time of terminals,a queuing algorithm based on priority for live broadcast distribution is proposed to improve the timeliness of emergency broadcast and emergent tasks.(3)Combined with SMS and voice conversion technology,this paper proposes a short message emergency broadcast plan based on SMS command and text-to-speech,and it can realize multi-system emergency information automatic acquisition and text messaging by database information exchange,and reduce the time delay caused by manual participation in the information transfer process.At present,this scheme has been popularized and used in Changsha County,Hunan Province.The intelligent emergency broadcast server platform has been set up to supports more than 2200 terminals of 13 towns in Changsha County.Meanwhile,it provides emergency warning broadcast function for the people in emergency situations,and effectively improves the efficiency of emergency information release.
