In recent years, with the rapid development of modern cities,while urbanizationnetwork is providing livelihood security, but also it reduces the ability of people to dealwith unexpected disasters. Public communication network in response to sudden disasterhas some limitations, with the continued rapid development of electronic technology andcommunication technology, when faced with a disaster, quickly organized and efficientoperation of the emergency communication system has become an important researchdirection in a national disaster prevention and disaster communications system.Based on the background and the status of fast emergency communications networkand emergency communications technology research at home and abroad, after detailedanalysis to the existing wireless audio and video communication core technology, thisarticle presents the design of the H.264video capture and image transmission system basedon Hass Hi3516chip and build a sound experimental platform. The experimentdemonstrated results and proved that the system can complete the video data acquisitionand transmission. Results of this study provide a viable research program for emergencycommunications technology field of study. It not only provides a theoretical basis for thepre-more advanced communications technology research and development work, but alsoprovides valuable practical reference for people integrating communication system to dealwith unexpected disasters.
