In recent years,with the strong rise of the new media,traditional media began to fall into a turbulent situation,and a large number of excellent media people began to transition.Once the newspaper media industry lost the determination of optimizing the talent organization and human resource policy,the brain drain will exacerbate and the market competitiveness will be weaken.The scientific and reasonable performance appraisal system construction is the human resources management strategy which the newspaper industry must paid attention to,and it should be raised from the important functions strategy to extremely important core strategy.GT newspaper is the news institution which directly under the State Council.It shoulders the mission of public welfare institutions,and must adapt to the trend of media development,enhance its market competitiveness constantly.The newspaper middle-level cadres are the backbone around the center and service the general situation.They play the vital role in the development of newspaper and the industry's news propaganda work.Because of the special system and mechanism,there are insufficient in GT newspaper middle-level cadres' performance appraisal,such as the appraisal method,the construction of index system,appraisal result application,etc.The work performance and ability of the middle-level cadres are difficult to embody fairly and justly by the appraisal.Therefore,enterprise management combined with the newspaper institutions' corporate identity not only should bear the public news propaganda,but also have to ensure the market profitability of their own development.At the same time,pay attention to the current transformation development trend of traditional media to new media.Research and establish a system based on behavior and ability is very important,which can comprehensively reflect the performances of the newspaper middle-level cadres' abilities.In this paper,the research object is the performance appraisal of GT newspaper middle-level cadres.The purpose is based on these cases,objectively analysis the problems existing in the middle-level cadres' performance appraisal mechanism of the newspaper industry,and combining these problems propose the corresponding reform strategy,improve the performance appraisal mechanism level of newspaper industry's middle-level cadres,and embody the value of performance appraisal.This paper mainly includes theory introduction,problem analyses,and proposes the research route of countermeasure.Through reviewing the relevant literature to understand the evolution of our country institutions and industry newspapers in the management system,operation mode,personnel management and performance appraisal;through expert interviews and the comprehensive analyses to analysis the causes from the aspects of newspaper management system,ideas and habits;through field investigation to in-depth understand the current situation of GT newspaper's performance appraisal,and analyze and summarize the main problems,in order to carry out specific research work.
