Today Newspaper Group is facing increasingly fierce market competition and the critical situation of specialized talent competition. In order to achieve a competitive advantage in today’s all-media era, newspaper group must build modem enterprise performance appraisal and management system. And newspaper group must develop the media industry institution; innovate management to achieve sustainable development. Therefore, taking enterprise turn and restructuring as a background and with the introduction of Balanced Scorecard (BSC), this article analysis the performance appraisal and management system of XX Daily. From the perspective of project management, this article research newspaper group performance appraisal and management issues.Based on this, through performance management, cultural reform theory, and newspaper group conception, to explore in depth the concepts and theories, and industry characteristics and operational characteristics of publishing industry performance management as a starting point, this article make full use of project management, human resource management, principles and methods of performance appraisal and management techniques, technology and other infrastructure BSC theory and related disciplines, with the actual XX Daily enterprise restructuring process of performance management, full of XX Daily enterprise restructuring process of the problems exposition.The main content of this paper consists of five parts:The first part is an introduction, the main background of this project is to provide research and significance of the topic, concept definition and literature review; The second part is the introduction of Balanced Scorecard (BSC), including the introduction and the core idea, the basic framework and the four dimensions of the balanced scorecard theory; The third part is the status quo analysis of XX Daily performance management, including background and current situation analysis of XX Daily Newspaper Group organization system, performance management system and status quo XX Day market problem analysis in the presence of background into enterprises; The fourth part is the XX Daily performance Management system based on the Balanced Scorecard, including the main principles of performance management system, SWOT analysis and performance management, strategic action figure design, and XX Daily performance management system design; The fifth part is conclusion and outlook, mainly include the main conclusions drawn in this study, where the analysis of the limitations of this paper, and propose ideas for further research.Thesis that the newspaper group should stand in the perspective of strategic management, strategic management theory framework and the introduction of the Balanced Scorecard method, respectively, from the financial, customer, internal business processes, learning and growth as four levels appropriately designed performance management system.
