At present our country most of the public security organs and relevant institutions have in terms of personnel management work of construction of the informatization,network and system at the same time with management of the personnel performance appraisal method and evaluation system to establish a set of relatively complete theoretical framework.However,given that the public security organs at all levels in China in such aspects as personnel composition,institutions function is not the same,in different parts of the public security organs of the personnel management work faces different problems,restricted by the limitation of capital,technology,etc.,in some parts of the public security organs,especially some grass-roots public security agencies,in terms of personnel assessment and related management still has certain problem,need to combine unit of the actual situation to improve.Aiming at the characteristics of the public security organ performance appraisal management,this paper proposes a fusion analysis based on multiple evaluation indexes of performance evaluation system,this system can provide an evaluation scheme optimization of performance appraisal management,aimed at improving the level of the public security organs and personnel performance appraisal work,reduce the pressure of public security organs personnel evaluation management personnel,improve the work efficiency.According to the above scheme,this paper USES the Web development framework to complete the performance appraisal management function design and development,business content of informatization based on relational database management system for performance evaluation of public security related business data storage and management,the overall development embodies the public security organs personnel appraisal work dynamics,the characteristics of flexibility,the main work is as follows:(1)research on related theory,based on the characteristics of the public security organ personnel performance appraisal management,design a performance evaluation of multi-index fusion evaluation system,the system can working characteristics of the public security organ for police officers,the implementation of work performance,attendance and job category of multiple indexes comprehensive evaluation,ensure the fairness of the performance appraisal results,flexibility.The system includes many performance indicators such as workload,contribution value and attendance,and completes the construction of performance appraisal index system according to the evaluation index.(2)according to the public security organ personnel performance appraisal management business process and characteristics of the development plan on the content of the core business information system design,through a Web development framework to complete the core function module design,code based on c # language development at the same time,the complete police attendance management,performance appraisal management,report data management,information management four functions of design and implementation,complete the connection of the Oracle database based on ADO.NET technology and operation.Finally has carried on the system test and analysis,design test case,function test of four core functional modules,and according to the performance requirements of performance appraisal management system,complete the performance test and analysis,test results show that: in this paper,the development of the system in accordance with the actual situation of the public security organ personnel performance appraisal management,can solve the problems of information system applications,meet the daily attendance,performance appraisal work related business basic needs.
