Unicom Hua Sheng Communications Co., Ltd. is the main business in the mobile phone market in China, and it occupies an important position in the market expansion and scale. With the continuous expansion of the company's business, performance appraisal has become the vital strategy for the future development of the company. At present, the company's performance appraisal is based on manual input and statistical methods, and the workload with the continuous expansion of the business continuing to rise. And the shortcomings of the manual method of performance appraisal brought about by the input errors and computing errors, resulting in a negative impact on performance management. Therefore, the development of KPI performance appraisal management information system has become the company's urgent matter.This paper sorts out the existing process of performance evaluation in Unicom Hua Sheng Communications Co., Ltd., analyzes the KPI scoring rules, and conducts research on the company's various types of performance evaluation indicators and scoring methods. Through the needs analysis, the paper also determines the fives cases of diagram including the system login, staff information maintenance, maintenance of KPI rules, KPI score and score results audit, and on this basis are data flow analysis, data requirement analysis, analysis of external data interface and non-functional requirements of the system and corresponding system design, implementation and testing work, etc.In the implementation process for the paper, system design and implementation involve repeated communication with KPI performance management personnel, to discuss problems in the original process and suggestions for improvement, to propose the concrete implementation plan, and to analyze the objects being appraised and design ideas of performance appraisal by using java program.One of the characteristics of performance appraisal management information system is the change from original manual process to automatic transfer process of business, which improves the efficiency of performance appraisal; the second characteristic is the change from manual calculation to automatic calculation of computer, which improves the accuracy of the results of the scoring; the third is the change from manual entry of sales data to automatically import of sales data through data interface; and the fourth is the change from providing performance assessment scoring results report to automatically transmitting the final structure of the score to the human resources department by using data interface of the human resources management system. The system helps to lay the foundation for enterprise to establish trinity information model of "marketing management, performance appraisal management and human resources management", thus making enterprise information construction on a new level.
