With the development of informatization construction and the promotion of the paperless office, the performance appraisal management work in Weifang City Public Security Bureau shows many problems, such like inefficient traditional management, laggard management mode, desynchrony of the training departments’ collaborative management, confused management of documents, certificates and files. In addition, although some departments have been equipped with computer-aided management of performance appraisal management, but due to the different assessment content as well as the work plan between the various departments and scopes are quite different, so that the computer and some software applications of each department are independent which solving the problem of inefficient work to some extent, but not yet solving the problem of collaborative management. Lag of management mode often lead to such conditions like confusion of training arrangement, permanently lose of documents, certificates and other data and so on. In consideration of the state of the performance appraisal management of Weifang Municipal Public Security Bureau, it is need to design and implement a perfect and unified performance appraisal management system to manage performance appraisal of Weifang City The Public Security Bureau.The performance appraisal management system of Weifang City Public Security Bureau use Browser/Server architecture, and the client can work by WEB. This paper mainly describes the design and implementation process of the performance appraisal management system. Firstly describing the background of the development of the system, pinpointing the introducing related domestic and overseas research status of the system, a detailed requirement elicitation and analysis of the performance appraisal management work and describing that by use case diagram of UML; then proceeding to the detailed functional design in accordance with the result of requirement analysis and introducing that by class diagram and timing diagram, realizing data storage with SQL SERVER2005database management system and introducing database ER model and database table structure; finally, introducing implementation process of the system, detailed describing the core code of the implementation process.The system implement the functional design of five modules of the performance appraisal management system of Weifang City Public Security Bureau, system management, daily work management, the end appraisal management, assessment grading management and democratic appraisal management. Implementing humanist management for the user who landing the system. Functional design maintain and manage the information of system users, and also implement the visual management of the performance appraisal management workflow of Weifang City Public Security Bureau which facilitate the effective management of performance appraisal.The result of system test shows that the system basically meet the needs of performance appraisal management of Weifang City Public Security Bureau. The system implements unified management of the examination department and examination staff. And it implements the end appraisal management and assessment grading management and the standardized management and visual management for performance appraisal process, and precisely manage the data generated in the course of the examination. The system greatly improve the work efficiency and security of the performance appraisal management of Weifang Municipal Public Security Bureau, and reduce the cost of the work.
