The results of study on the constructionof enterprise service quality evaluation system provided support and enhanced servicequality for the theory practice and ultimately to improve the quality of serviceenterprise system and enhance service quality. The system research and analysis ofcurrent shortcomings and deficiencies of management by objectives for tobacco companies target performance management optimized workflow of tobaccocompanies. It established target libraries, re-sorted the target management processesand formed a tobacco company target management system. It divided businessprocesses and back office processes through using SOA and J2EE technology. Itincreased the flexibility of the system.
