Research And Development Of Evaluation Management System Based On Comprehensive Evaluation Method

Bid evaluation is a crucial step in the biding process. Whether the evaluation method is scientific or not, directly determines the fairness and justice of the evaluation process, determines whether the interest of both sides of the bidding can be guaranteed, so it is of great significance to build a scientific and reasonable evaluation model and develop an evaluation management system.At first, the paper summarizes the present research status of the bidding work and bid evaluation methods, and then designs the evaluation model based on comprehensive evaluation method, and the rationality of the model is verified by experimental method. The model includes three phases: evaluation index system establishment, index weight division and successful bidder selection. In the stage of evaluation index system establishment, association rule method of data mining technology is used for realizing index-recommendation feature, which can help to establish scientific and reasonable evaluation index system. In the stage of index weight division, the index weight is decided by analytic hierarchy process combined with entropy weight method, thus, the index weight reflects both subjective experience of policymakers and the objective information so as to improve the scientificity and rationality of index weight division. In the stage of successful bidder selection, the bidder who has the highest weighted sum of all indexes is the successful bidder. Second, the paper analyzes the functional requirements, builds overall design, and designs main function models of the bid-evaluation management system based on the evaluation model. At last, the evaluation management system are implemented, the key module interfaces of which are shown in this paper.At present, the evaluation management prototype system has been developed, and the experiments show that it has reached the expected goal. The evaluation model established in this paper can also provide some reference for performance appraisal system, quality assessment system and other assessment systems.
