As the reform of college entrance examination approach,more and more people pay their attention to the evaluation on students' comprehensive quality.It has become a hot issue among Educational Evaluation.Comprehensive quality evaluation for students is a multivariate model.It should adopt the method of qualitative and quantitative analysis.There are common methods such as Delphi method,Analytic Hierarchy process,Principal Component Analysis.Although they get some achievement,the result of assessment is inevitably subjective and the weighting assignment is not reasonable.And after determining the index weight,it needs to be further studied how to evaluate students' performance what is advantageous to students' balanced development.In this paper,we proposed a method of weighting experts based on the Affinity Propagation cluster during Group decision-Analytic Propagation Process,and the expert weights are assigned finally by compared the similarity between the local and the all experts.The proposed method reduces the subjectivity and gives more reasonable the expert weights.After getting the weights of index,we also proposed a method which is benefit to students' balanced development.The method defined a value which indicate the location of the index's score,then we use the value to calculate students' composite score according to the theory of Variable Weight Synthesizing.The experimental results show that this method is good for students who get balanced development.
