SARFT put forward to promote digital broadcasting process, gradually implemented and integrated wired, wireless, satellite, multimedia, the Internet and other kinds of transport means, accelerate the construction of transport fast, covering a wide range of radio, film and television, safe and reliable digital co mmunications system. Along with the real practice of triple, cable television enterprises in China are facing a field that contains ideas, technology, content, system, industrial, great changes to the operating mode. Background of triple play, television s ystems lost policy umbrella, television is no longer a monopoly of radio and television operators, telecom operator's IPTV and OTT TV is greater Internet companies. In this form, how to make the cable network limited's digital TV business in Changsha of Hu nan province in the fierce competition in the tap and cultivate their own unique competitive advantages, in order to achieve good economic efficiency is a challenge for managers, but also many CATV network companies should think about and research the problem.Based on the analysis and summary on the basis of previous literature, PEST model and Porter's five forces model of cable network limited macro-environment in Changsha, Hunan province, industry environment and external environment analysis, companies have the resources and capacity to analyze the internal environment. Based on analyzing the internal and external environment, summarized the company's own strengths and weaknesses, and the opportunities and threats they are facing, the SWOT analysis matrix, from the company, business, and functional layers three levels of development of the company's development strategy, and balanced scorecard strategy implementation are given as key performance indicators, and a concrete programme of action, and proposes a strategy to implement safeguards.Research finds cable network in Changsha in Hunan province of WT shall be implemented within the short term strategies(defensive strategy), and short-term strategic objectives implemented SO strategy(growth strategy), and "cable TV network under the triple play, full-service multimedia information service platform, to build the company into the domestic first-class, full-service multimedia information providers" medium-and long-term goals. Meanwhile, differentiation st rategy, marketing strategy, strategic, operational, human resources strategy and other functional strategies, to ensure smooth implementation of the general strategy. This research will clearly guide the operation and development of Changsha, Hunan cable network limited and help cultivate their core competitiveness of the company, has great significance for the long-term development of the company.
