There are many problems of Multi-Project Management(MPM)in Electric power equipment maintenance,such as coexistence of resources conflict occasionally and resources waste frequently,difficulty of sharing resources between projects effectively,the labor intensity of workers in time and space imbalance,usualness of waiting for each other between humanand machine,staff's work enthusiasm and innovation enthusiasm is not high,etc.Through the questionnaire survey and data analysis,It were found the reason of the problems that bloated for project management,the original of project management method,the lack of platform for project management effectivly,the lack of mechanism in which the staff have incentive of perfect and effective,etc.This paper is based on the theory of constraints(TOC)method of critical chain project management(CCPM),put forward the viewpoint that use model for electric power overhaul project management with methods such as critical chain project management(CCPM),power of incentive assessment,platform for management and information system in item of management as the core of multi-project scheduling.According to the characteristics of the electric power overhaul project,design the method to calculate the priority value(PRI)with the priority index weight multiplied by the project characteristic coefficient after using calculation method,design the method to calculate the priority value of adjacent parallel task priority(SLRI)based on the tight control line length and number of tasks and subsequent mission task resource demand,design the method to calculate the value of buffer to critical chain use root variance method based on task position.Through the implementation of the case company which reformed with innovation methods,it is found that the project quality were raised,reflected success rate reached 100%(annual)in fist operation of the power unit machine after the maintenance,the number of defect to each equipment reduced 42% in warranty period by;project time were shortened,embodied in the period ahead at a rate of 3.6%(annual project by assimilation);project cost were reduced greatly,embodied in the annual operating income increased by 29.02%,but the proportion of the costs of borrowing accounted to the revenue fell by 29.77%(annual).The innovation method of project scheduling is feasible and effective,which were verified by the implementation of the new multi-project scheduling model.There is some guiding significance of the viewpoint of innovation method to Multi-Project Management in this paper for other power maintenance enterprises.
