Management level of enterprises affect the enterprise’s operation states and profit level, in enterprise based on projects operation and management, level of controling the process of projects reflect its management level. Currently, commonly used in project schedule management methods are the critical path method (CPM) and program evaluation and review technique (PERT), which two provide the theoretical foundation for schedule management and task allocation of the enterprise. Lots of companies have benefit from these methods. However, following flexible, customized production requirements, multi-project concurrency are increasing in today’s market, project duration is controlled more strictly, cost control has been the pursuit of the strategic advantage in many companies. In this situation, traditional project management technology has been unable to meet the current demand. Based on the theory of constraints (TOC), critical chain project management (CCPM) techniques became widely used and more researches are done in this area.The major different between the critical chain theory and other traditional theory is that the critical chain theory considering the resource constraints. It adds the resource constraints to the process constraints, by setting and management of buffer. That reduces the delay of project duration which caused by human factors and uncertain factors. It also become a way to solve the hard situation of project schedule management of parallel multi-projects. And allocation of limited resources has become a hot research area of today’s academic research.This thesis reviews traditional project management theory at first, and then analyses every critical point of critical chain theory based on current domestic and international researches. After that, problem of delay in multi-project schedule management in real business case is analyzed. Some good discussion for constrained resources allocation is given, the root square error method (RSEM) is used for setting project buffer, improving existing buffer management method is discussed which is based on detecting the ratio of buffer consumption to project progress. At last, a simply software is developed to certificate the model, and positive results are gotten.
