Critical Chain Project Management (CCPM) is introduced as a new project management method on the base of an analysis of the traditional network planning technology in this paper. The basic theory and practice method are analyzed, and the application of CCPM network planning in water resources and hydroelectric engineering is discussed and attempted.a) The traditional network planning has some problems, such as the activity duration for project being overvalued but not being completed ahead of schedule, completing some activities ahead not doing good to reduce the project duration, and the project being delayed because of path incorporation and resources distribution together, etc.b) CCPM is applied to solve the problems consisting in the traditional network planning by inserting duration buffers, latest starting activities and controlling critical chains etc. The Theory of Constraints, Law of Aggregation, and Central Limit Theorem are adopted into the CCPM network planning. Not only the method of estimating buffer size and executing CCPM are proposed, but also the differences between the CCPM and the traditional network planning are analyzed in this paper.c) The method of network planning and the characters of the water resources and hydroelectric engineering are analyzed in this paper. CCPM is tried to be adopted into the water resources and hydroelectric engineering to ameliorate the traditional network planning. A better method of planning in water resources and hydroelectric engineering may be found out with valuable opinions.d) Two construction schedules are compiled respectively by use of CCPM and the traditional network planning technique in the Longkou Water Control Project. We can find the validity of CCPM after analyzing them comparatively. |
