Research On Countermeasures And Predicaments Faced By Territorial Resources Vertical Management System

After the reform and opening up, the value of territorial resources has gradually appeared due to the development of market economy, but accompanied with a loophole in the original management system of territorial resources: cultivated land protection policies are not fully implemented, illegal land cases stay at a high level, and the central macro-control policies fail to achieve remarkable effects. The fundamental causes can explained by:under the original management system, territorial resources management of different areas was dominated by local governments via their position as the leaders, in which partial and local interests were given priority while the whole interests of the state were not embodied. In response, the central government established a vertical management system for the management of territorial resources in 2014, expecting to implement macro-control policies, restrict the power expansion of local governments under the provincial level, and maintain a sustainable economy.Over the past 10 years, has the vertical management system of territorial resources realized the primary ideal pattern of the designers? The author, as an employee of the territorial resources system, will start from the background when the vertical management system of territorial resources was established by the central government. On this basis, characteristics of the primary system design of the central government and that of current management system of territorial resources will be analyzed. With Hohhot City as an example, predicaments faced by the vertical management system of territorial resources and the role played by local government will be detailed. Then the fundamental causes of the said predicaments, loophole in the system design, and related consideration and gambling by local government will be studied. Based on the above analysis and study, this paper will, according to the changes of objective circumstance, propose a countermeasure that reforms current management system of territorial resources and integrates interests of different parties, so that favorable explorations will be made to improve the effects of the management system of territorial resources.
