The national territorial plan and research has been improved into a new stage since the Party presented the structure of the national spatial optimization on the 17th National Congress.The design of industrial space organization is an important part of the national territorial planning. At present most area of China is in a moment of rapid development of industrialization, the conflict of interests between the cities and the towns caused an impulsion of competition for seeking new capital investment outward, this impulsion is stronger than the impulsion of the mutual cooperation inward. But the issues like lack of complementarity of each regional industry selection, low relative factors of industry and low level of industrial clustering.Industry duplicated, repeated and low level products, dispersed distribution of similar industry seriously limits the macroeconomic and development of the cities and the towns. Therefore, exploiting the advantage resources of the region and applied them in the national territory plan is can alleviate the problems.At present the paper about resources advantage evaluation and application in the national territory plan is infrequent. The paper summed up the deficiency of the resources advantage evaluationmodel to improve and design a two level resources advantage evaluation model through review the internal and international literature and. Take the City of Jiujiang as example, the paper obtain the advantage resources distribution of Jiujiang and adjustment of the regional territory plan to highlight the industry of advantage resources of the counties and area. The main contents and conclusions are as follow:(1)Aiming at the disadvantages of the advantage resources evaluation model, the paper puts forward a new evaluation idea that based on the comparative advantage theory and the province-cities resources advantage evaluation model. The paper evaluate the advantage degree in the country of national territory resources of the area by the provincial evaluation model and evaluate the advantage value of the counties and areas in the area by the city’s resources advantage evaluation model to work out the spatial distribution characteristics of advantage resources and resources advantage degree.(2)Measure the resources with the provincial evaluation model and rank the national territory resources abundance, the national territory resources of Jiangxi Province ranks at medium level in China and Jiujiang city ranks at second place in Jiangxi Province. Then analyze the quality of resources, it shows that the resources advantage of tourism resources, water resources and mineral resources of Jiujiang city is in the forefront of the country. Measure the resources with the municipal evaluation model to work out the distribution of different resources in Jiujiang city. From the distribution we know that the resources advantage degree of tourism resources and traffic resources in central area is higher than other areas, the areas with high resources advantage degree of territory resources, mineral resources and water sources scatter around.(3)Investigate and survey the industrial layout of the Jiujiang’s national territorial planning to optimize industrial organization of its advantage resources:tourism resource, mineral resources and divide the city into 6 tourism landscapes and 4 mining economy divisions. Rely on river advantage optimize the traffic organization layout to highlight its port status. Optimize ecotope based on the city’s water resource. According to advantage resources and resources advantage value, the paper propose the industrial pattern of "focused center, all sides surround" is the result of Jiujiang’s industrial pattrenoptimization.
