Research On The Predicaments And Countermeasures Of China's Tobacco Monopoly Regulation

As one of the pillar industries in China,tobacco industry occupies an important role in the national economy.In order to promote the development of China's tobacco industry and safeguard the state's financial revenue,China has established tobacco monopoly system and implemented strict monopoly regulation in tobacco industry.In recent years,the continuous development of tobacco monopoly regulation plays an important role in protecting the legitimate rights and interests of consumers,promoting the development of the tobacco industry and guaranteeing the financial income.However,there are still many problems in tobacco monopoly regulation,tobacco retail market supervision,internal monopoly management and supervision.These problems have seriously affected the effectiveness of China's monopoly regulation,which is not conducive to the sustainable and healthy development of China's tobacco monopoly system.In this regard,we must focus on improving tobacco monopoly regulatory measures to promote China's tobacco monopoly supervision and continuous improvement.Start with the definition of some theories about tobacco monopoly regulation,this thesis combed the development and significance of China's tobacco monopoly regulation.Then it discussed the details of tobacco monopoly supervision,and analysis the difficulties of current tobacco monopoly.Besides,the thesis explores the causes of the difficulties of the current monopoly of tobacco monopoly regulation encountered from the following four aspects,that is,administrative monopoly mechanism,supervision function cross overlapping,imperfect talent's management mechanism,and ignorance of information construction.Taking Ningbo as an example,this thesis introduces the application of "APCD" working method in Ningbo Tobacco Monopoly Regulation.Through the introduction of the new work method,the comparison of work process and the effect comparison analysis,the author elaborates the innovation of Ningbo Tobacco Monopoly Regulation.Based on the analysis of the dilemma faced by China's tobacco monopoly regulation and its causes,and with the case study of the innovative practice of Ningbo tobacco monopoly regulation,the author gives specific suggestions on how to solve the dilemma faced by China's tobacco monopoly regulation as follow.First,we should improve the tobacco monopoly license management.Second,we should promote the development of the tobacco monopoly market supervision system.Third,we should intensify the management and supervision of internal monopoly in the internal monopoly system.Fourth,we should strengthen the development of monopoly supervision team.Fifth,we should strengthen monopoly regulatory information construction.
