Predicaments Of System Of China's Food Safety Management And Countermeasure

Food safety, which always has tight connection with each consumer's standard and quality of living, directly influences the competitiveness of China in the field of food industry of the world and indirectly the social stability and sustainable development of economy in China. In recent years, with faster speed, accidents of food safety have frequently occurred, and the negative effect upon the society tends to be more serious. Meanwhile, the phenomena of food contamination have presented new characters such as diversity, complexity and latency. The inferior milk powder incident in Fuyang (in Anhui province) and Sanlu milk powder scandal that shocked the world are two cases in point. When the Sanlu scandal happened, the State Council and State Food and Drug Administration (SFDA) immediately took measures and released that they would launch inspection around the whole nation rigorously to find out contaminated milk powder and make sure that the tragedy would never happen again in China's dairy industry. Food security in China, on the one hand, has something to do with the thought and competence of managers of food safety who serve for the government, and also with the social background, corporate social responsibility and the supervision of citizens. On the other hand, as quite a complex system, food security governance will fall into chaos if it loses certain organized, legal and operated mechanisms. The relatively late start, slow development of food safety supervision&governance in China and changes of economic development modes have given rise to problems about food safety supervision system, legal system of food safety guarantee and food quarantine system, and the governance mechanism has tended to be ossified. It is safe to say that in China, the food safety situation has faced unprecedented challenges and the problems about food safety have become most crucial ones in the society.This article will take Sanlu milk powder scandal as the study case, public management science, public property and market failure theory as basic foundations, to engage in the analysis of those obstacles and put forward practical and effective resolutions. This article is made up of five parts: the first part is about definitions of entities related to food security governance and introductions to public management science, public property theory and market failure theory; the second part, taking Sanlu scandal as the case, focuses on the analysis and explanation of the situation of food safety in China in recent years, and presents the development of food safety governance form a macro view to a micro view; the third part, based on the same case, the fourth part makes a comparison between the situation of food safety governance in developed countries and that of our nation, concluding constructive enlightenment based on our own national conditions; which tend to be practical, suitable, and creative, to improve food safety governance systems and mechanisms in China, in order to turn the current status to be better and better, laying solid foundation for building harmonious society in China.
