Human resource is the source power of enterprise development, and it is the core factor that determines whether the enterprise can stand out in the fierce market competition. Since 1990 s, China's private enterprises have developed rapidly, and has become an integral part of the national economy. But the in the process of rapid development, one-sided emphasis on expansion of the scale and performance, ignoring the work of human resources management to enhance the synchronization, to many enterprises in the talent attract, develop and maintain links exist many problems, severely restricted the development of the small and medium-sized private enterprises. Therefore, the importance of human resources management, enhance the level of human resources management is a small and medium-sized private enterprises in twenty-first Century to solve the problem.Hebei CY Environmental Engineering Co., Ltd. is at the beginning of the 21 st century development and growth of small and medium-sized private enterprises, in the human resources management exist a series of problems, this paper aims at the analysis and Optimization on the problems of the human resources management in the cy, prompting in the CY company human resources management level improve, promote cy of the rapid development of enterprises. In this paper, based on literature research, questionnaire survey, quantitative analysis of human resource management in CY enterprises, focusing on the salary issues are explored and analyzed and the corresponding solutions and optimization solutions. At first, this paper introduces the research background, purpose, research status and achievements at home and abroad, and gives some concepts and theories of human resources. And then combined with the CY company profiles, organizational structure and human resources, recruitment and allocation, training and development, compensation system, employee relationship management four aspects from the start, elaborated the cy of the enterprise human resources management present situation. Then use questionnaire survey method, quantitative analysis of CY company personnel recruitment, salary system, training and development, employee relationship management four aspects existing problems one by one exploration and analysis, and focuses on the analysis of current compensation system existing problems and reasons.
