’National Reading’ was in the government work report for three consecutive years.Holding events of ’National Reading’, is one of the important measures of the CPC central committee to implement the construction of learning society, which was put forward in the Sixteenth National Congress.Jinjiang Library as the County Public Library of Jinjiang not only is mainly responsible for ’National Reading’ activities, but also plays an important role in Jinjiang’s culture, economy, society, science and technology development. However, the traditional library public culture service has been unable to meet the development needs of the modern society.This paper points out three kinds of defects of the traditional library public culture service in Jinjiang City, which are space limitations, time limitation, one-way service.Besides, this paper analyzes the existing problems and the causes after Jinjiang Library expanded its library service channel.This paper introduces the New Public Service Theory, Learn from the advanced experience of the "Jiaxing model" of Jiaxing Library.The main topic of this paper is the research on expanding the library service channel.Based on the original work, this paper puts forward three countermeasures to expand and improve service channels, which are the construction of Central-branch Library System, the extended service of ’happy library’ project, and the construction of Digital Library.The guarantee of finance, administrative measures and human resources which are needed by the implementation of the three countermeasures is also studied in this paper.This paper takes the service channel as the research content, in order to provide suggestions for the construction of public cultural service system in Jinjiang City.It also has a certain reference value to the development of libraries of other similar areas.
