Study On Public Cultural Services In Basic-Level Public Libraries

In recent years,the librarianship has been developing rapidly in China.The Law of the People's Republic of China on the Public Cultural Services Guarantee and the Law of the People's Republic of China on Public Libraries have been put in place for pushing the great development of Public Culture and Public Libraries.These measures will play the security rule on the legislation of public libraries.In our country,Grassroots libraries refer to those below the county level.In contrast with the other levels,the Grassroots Libraries have the absolute predominance of quantity.They deeply influenced the public cultural undertakings development in our country and play a significant role in these aspects of enriching people's spiritual and cultural life,inheriting Chinese excellent traditional culture,carrying forward the socialist core values,enhancing self-confidence,improving the cultural and ethical quality.We should put our heart into strengthening the analysis of grass-roots public library's public cultural development rule and summarizing,refining these successful experiences which has achieved in past years and in-depth studying and solving these prominent problems that exist in the field of public cultural services,because it has the vital practical significance for furthering improve the public cultural services of public libraries and furthering push forward the overall sustainable development of public cultural cause in our country.Libraries are facing new opportunities and challenges with the development of science and technology.It is an immediate priority for the librarianship to transform from traditional libraries to compound libraries and improve digital and intelligent services in order to adapt to the requirements of the development of a new era.Although the current development situation of grassroots libraries is different,there are some same problems.The first problem is that the development of Grassroots libraries is influenced by the government's actions,because Grassroots libraries are generally sponsored by the government.All of the Grassroots libraries have an important thing is that grassroots libraries can be used better and promote the development of public cultural services.According to the results of the sixth evaluation and grading of public libraries which above the county level,there are 969 first-level national libraries which above the county level,519 second-level national libraries which above the county level,and 1,034 third-level national libraries which above the county level.As one of the top 100 counties in China,the library of C county is only the second-level library of the state.The development of the library cannot adapt to the development ofcomprehensive strength,and the people's growing needs for a better cultural life cannot be well met.At the beginning of its construction,the library of C county was built in accordance with high standards.However,it developed slowly all the way,so that it was left behind by the brother library.The main reason is that the library did not develop with the development of The Times due to lack of understanding and adherence to rules.The author made a survey of readers who come from Library Service in County C.Comprehensive analysis through survey data,the development of County C library is constrained by three factors.First,it can't meet all the needs of readers because of the insufficient library venues and unreasonable feature settings of County C.Second,it cannot meet the needs of all kinds of readers because the County C Library has limited venue area,insufficient book shelf type and insufficient kinds of activities.Third,it can't better solve the reader's doubt because the staff service capacity is limited.The main problems are: library operating funds are tight,venue construction needs to be solved;the contents of public cultural services need to be expanded;failing to provide equal public cultural services for rural residents;the service level of library staff is lower.Nowadays,the library development has an insufficient momentum in our country.The reasons are related to the insufficient understanding of local government,the insufficient play of its leading role in public cultural services,the impact of diversified cultural services on libraries,the service mode failing to meet the needs of readers,and the lagging concept of practitioners.In order to make the library business‘a hundred feet ahead,go further',we need to proceed from the following aspects: first,the establishment of effective government-led so that we can ensure the library have a rapid and high-quality development.In order to make the library have a better future,we also need to ensure the construction of facilities and equipment,such as the venues of library services,formulate and improve the construction of the main and branch library system,and standardize the construction of the main and branch library.It is also a good means for the development to ensure the normal operation of the library funds.Second,it is a good way to integrate social resources and improve the service system.We will provide diversified and convenient book cultural services.It is necessary to attract various social forces to participate in the construction and service of the library.Except,it is also very important for the development to strengthen the volunteer team training and service,adapt to local conditions and improve the construction of digital library.Third,we can start by strengthening the construction of village library(room).For example,We can strengthen the building of venues,books and documents,and teams,and strengthen the guidance for their construction.Fourth,strengthen the construction and improve the servicelevel of the library.Constantly improve the library's own ability,in the process of practice,continuous learning,continuous summary,to continuously improve the comprehensive ability to overcome difficulties,resolve conflicts,control complex situations,and constantly enhance the scientific foresight,initiative and creativity of the work,improve service,increase reader engagement.The problems of county C libraries may not exist in other grassroots libraries,but they are universal.In the process of the grassroots library's development,the author hopes to further promote the role of the grassroots library in the public culture of our country through the research of this paper,so that the grassroots libraries in our country have a better development.
