Research On The Functions And Services Of County-level Public Libraries Under The Construction Of Public Cultural Service System

With the development of the public cultural service system,the content of public cultural services has gradually deepened,and it has had a profound impact on public cultural service institutions such as libraries and museums.As an important part of the library,the library has been quietly changed.The current status and development of the county-level public libraries in this system are worthy of further discussion.The changes in county-level public libraries are prominently manifested in both functions and services.That is,based on the original resource storage,social education,cultural entertainment,and knowledge transfer functions,hot spots such as reading space and leisure services have emerged.Some services,such as the main branch library service model,borrowing consulting service,mobile library service,digital reading service,special group service,and cultural volunteer service,can no longer meet the cultural needs of the public.Based on this,this article looks at the transformation of county-level public libraries from the perspective of action theory,and thus explores new functional systems and service architectures,in order to adapt to the future development of public cultural service systems.Through an online survey of the functions and services of the current county-level public libraries,it is found that there are many problems in the existing function positioning,and it is unable to cope with the overall changes.It is urgent to adjust the function planning to achieve the purpose of improving utilization and enhancing personalization;In terms of services,it proposes services that are compatible with the status quo of county-level public libraries,covering credit services,new media services,academic services,county-level integrated community services,co-building and sharing of maker space services,cultural and creative products,etc.At the end of the paper,a county library in the western poverty-stricken areas is taken as the main body of the empirical research,aiming at its actions and contributions in the public cultural service activities,which can better demonstrate the possible realistic path of "leap forward development of public cultural construction in poverty-stricken areas" in the process of public cultural service system construction in China.
