As the result of the burstiness and complexity of public incidents, it requires thatdecision-makers must make pointed and reasonable policies in a short time. Onlyrelying on policy maker doesn’t guarantee the timeliness and effectiveness. EmergencyDecision Support System can help the policy maker make decision scientifically andrapidly, therefore how to apply the decision theory and technology to the developmentof EDSS becomes an important research direction. Case-based reasoning is a kindmethod of category reasoning in AI Field and it obtains the problem solving throughretrieving the history ones similar to the current problem. This paper applies the CBR toemergency response process to support the emergency decision and that provides a newway to developing EDSS.The paper studies the emergency theory deeply. Firstly, on the basis of emergencydecision field feature and the analysis of function demand of emergency system, thepaper gives the EDSSFM(emergency decision support system framework model) andthe workflow of system. Secondly, on the basis of CBR as the emergency responsemeasure, to resolve the problem of single emergency reasonability confined to casedatabase building, the paper studies the emergency collaboration mechanism and means,including analyzing the thought of emergency response collaboration, the mechanismsupporting collaboration and CBR method. The paper emphasizes the study of therelationship-based reasoning collaboration model and dynamic process of collaborationbuilding and then introduces the implementation of CBR in detail. On the basis above,the paper realizes the CBR and the key module supporting the collaboration mechanism.Finally, this paper designs a set of pointed experiments to verify the effectiveness andadvantage of the model and mechanism given.
