The vigorous development of the road transport industry has provided great convenience and opportunities for the social life and economic development but it also brought a lot of problems.In recent years,due to the impact of bad weather,fast speed,vehicle failure,road closure and other reasons,it has caused lots of frequent traffic accidents,coupled with the uneven awareness of citizen's public transport legal system,lack of road traffic capacity and low traffic safety,etc.What's shocking is that resulted loss of property and personal safety is extremely huge.Therefore,it's been a serious challenge for road traffic bureau solving how to alleviate these issues.In the Highway Traffic Emergency Command and Dispatching System for Hebei Province,it uses Java to code,which has great scalability,high safety and complete framework.It adopts SSH framework in the system,which is an integrate of Spring,Struts and Hibernate.Also,it's good for the hierarchical development of the system,making the logic between the layers clearer and improving the scalability of the system.Based on component technology,it encapsulates the changes inside the components and enhances the stability of the system.In the Highway Traffic Emergency Command and Dispatching System for Hebei Province,there are four logic layers,which are data layer,data interface layer,business logic layer and view layer.As for the system database design,it uses Microsoft SQL Server 2014.According to the functional requirements and technical requirements of the system,there are mainly six functions in the Highway Traffic Emergency Command and Dispatching System for Hebei Province,which are report management,emergency monitoring and disposal management,pre-management,post-processing,road network monitoring and information query and statistics function.These functions cover the main aspects of risk monitoring,emergency information collection and reporting,early warning,comprehensive judgement,command and dispatch and post processing.Also,it makes a complete records of the event itself attributes,the handling methods,information reporting,information release,post report and mop up records.As for the technical implementation,it mainly realized several interfaces,including electronic map,call center,call conference,GPS positioning,wireless video surveillance and SMS,etc.In the Highway Traffic Emergency Command and Dispatching System for Hebei Province,it uses road information collection equipment,labor,information sharing and other methods to obtain relevant information to perform online and dynamic monitoring on the basic road network,real-time running state of road network and emergency sources,etc.Then,based on the managing responsibility and emergency plans,it releases dispatching orders to related units and travelers,to achieve quick respond for emergency,unified coordination,intelligent linkage of traffic emergency command and dispatch.As a result,it comprehensively improves the emergency response capacity and highway monitoring capabilities as well as improves the quality of information services and the safety of vehicle driving.
