Study On The Emergency Management Decision Support System Of Urban Public Facilities Based On Case-Based Reasoning

Urban public facilities are the fundamental for maintaining the normal function of a city.Its security relates with the daily lives of people throughout the city, and also relates to the normal operation and suitable for living of the city.The urban public facilities accidents can cause inconvenience to people's daily lives,property and health losses.Even worse,it can endanger the safety of people and trigger a disaster.Therefore,disposing of Beijing public facilities accident timely and effectively is very important for maintaining the stability of Beijing's economy and society.However, currently there is no intelligent system to help building and upgrading the experience of experts.Currently,the accident disposal process is mainly depending on the individual experience,including experts,managers and front-line staffs in different fields.It's very hard to comprehensive and promotes the experience from various sources.Case-based reasoning(CBR) is a memory-based method.It is a process of solving new problems on the solutions of similar cases.Because of the advantage of easy access and good adaptability,it has been attached great importance by artificial intelligence researchers to be an important reasoning method in artificial intelligence field.However, the experience cases of disposal of urban public facilities accident are hard to be structured,abstract into attribute vector,and have varies of sources.So it's not suitable for using the traditional CBR method.According to the characteristics above,this paper uses a branch of CBR,Textual Case-Based Reasoning(TCBR),to be the reasoning method of Emergency Management Decision Support System(EMDSS) of urban public facilities.And this paper also explores how to express textual cases,how to parse information entities(IEs),how to retrieve cases and how to implement case study.This paper focuses on the implementation of TCBR technology on EMDSS of urban public facilities.This paper is organized as follows:Firstly,the background knowledge and current situation of DSS will be introduced,as well as the content and significance of this paper.Secondly,some detailed technology of DSS,TCBR,Case Retrieval Net (CRN) and some related key concept and definition will be described,which represent a calculation model of relevant value between experience cases and current question.And then,the detail of CRN construct algorithm,data structure and reasoning process will be described,including how to parse information entities,relevant values calculation between experience cases and IEs and so on.And also a case study method which can solve the case redundant problem will be represented.At the end of this paper,summarize the advantages and shortcomings of Decision Support System for the Emergency Management of Urban public facilities,making compare between this system and other similar systems,and comparing the performance between the key words based search technology and CRN based case retrieval technology.
