The ceremonies of Olympic Games are very complex, which involving control of a variety of personnel and equipments. Their command means are very limited and inefficient; their emergency response capability is especially weak. In this case, it has become necessary condition of success of Beijing Olympic Games ceremonies, to establish a practical and efficient information system (C3I) combine with the high-tech, which integrates some functions: command, control surveillance and emergency decision support.The dissertation opens with analyzing architecture framework of Beijing Olympic Games ceremony C3I system from three aspects: requirement, function and technique, which were got by investigating into ceremony's command process. Subsequently, summarizes common shortcomings and deficiencies of contingency plans in different departments; Studies the emergency command architecture and its actors' function thoroughly. The author catches the key parts of contingency plan: what's happened and how to do, classifies the emergent events by their emergency degree and describes response procedure in standard format, then formalizes the Olympic Games ceremony contingency plans based on the theory of framework, consequently creates contingency plan physical model, which aimed to create contingency plan database. Thirdly, after studying the emergency control flow, we found that commanders usually made decision according to their experience in emergency circumstance, thus, the dissertation introduces case-based reasoning (CBR) technique in the artificial intelligence domain and discusses it in detail, establishes emergency contingency plan reasoning model based on the CBR. In accordance with principles: rapid and accurate, storage the contingency plans, indexes them, retrieves optimal plans based on their character similarity. Further more, we also analyze the relationship between resource supply and plan demand. Finally, the dissertation develops the emergency response decision support system (ERDSS).By operating the ERDSS in rehearsals and ceremony of Beijing Olympic Games, we verify that the description of emergency plan is concise; using CBR in contingency plan reasoning model is effective; the design of ERDSS is reasonable. It can satisfy emergency decision-making's demand, and also has great practical value and extends significance.
