In recent years,profound changes have taken place in the global IPR situation.On the one hand,China vigorously promotes innovation-driven strategies,and regards strengthening enterprise IPR management as the engine of national scientific and technological innovation,and takes high-tech enterprises as the lead to promote scientific and technological innovation and balanced industrial development in all walks of life.On the other hand,the United States continuously escalates Sino-US economic and trade friction,promotes unilateralism,breaks the international economic and trade order,and brings severe challenges to innovative enterprises abroad.This paper takes the Intellectual Property Department of Z company,a large domestic communication equipment manufacturing enterprise,as the research object,uses questionnaire and interview to conduct in-depth research on its performance management status,analyzes and excavates its existing problems,and combines the development strategy of Z company and the management and business status of the Intellectual Property Department,uses the target management method and 360 degree evaluation to its existing performance management system It has been upgraded and improved,and put forward the targeted improvement direction.First of all,the author summarizes the main problems of current performance management of Intellectual Property Department of Z Company through case study,questionnaire survey and on-site interview.Based on the problems found,according to Z Company's intellectual property development strategy and the organizational structure of the intellectual property department,the author optimizes the objectives and evaluation criteria of performance appraisal.Secondly,performance appraisal is not equal to performance management.After performance objectives are determined,performance implementation is very important.The performance implementation of Intellectual Property Department of Z Company includes performance communication,collection and acquisition of assessment data,monthly/annual assessment and evaluation,project and task management,application of assessment results,incentive mechanism,assessment appeal,360 degree assessment of management cadres and many other measures and rules.Finally,to ensure that the above performance implementation measures and rules can be successfully and effectively implemented,we cannot do without the guarantee measures of performance management.The guarantee measures include organization guarantee,system guarantee,it platform support and culture guarantee.It is emphasized that the ultimate purpose of performance management from organization guarantee,system construction to it support is to form cultural identity.Only cultural identity can stimulate the initiative and passion of employees to the greatest extent and promote the common development of enterprises and individuals.Performance management is the core content of human resource management,which plays an important guiding role in effectively promoting the implementation of development strategy,improving organizational vitality and combat effectiveness,improving the personal ability and quality performance of employees,and improving the relationship between employees and departments.For the current internal and external challenges Z company faces,the performance management improvement of intellectual property department has very important practical significance and reference significance.
